Steps to Success, a partnership between ODHS and Portland Community College, is an integrated program that provides individuals with the tools to become self-sufficient. This program provides intensive assistance, job search skills and training, assistance to receive a GED or ABE, counseling services, alcohol/drug programs, and employment services.

JOBS is the state's employment and training program for people receiving public assistance. One segment of the JOBS program, known as JOBS Plus, places TANF recipients in limited-duration training positions with private employers.

PARTNERS IN CAREERS
Partners in Careers (PIC) provides employability assessments, career counseling, classroom and work-site training, job search preparation, job development, job matching and placement, and internship opportunities. Also provides contracted services for vocational rehabilitation, immigrants and refugees, and persons with limited English language proficiency. Also offers training programs for individuals transitioning from welfare to work, youth (both in school and out of school), and homeless individuals and families.
